PeopleFirst! Leadership


The PeopleFirst Partnership oversees the development and implementation of the PeopleFirst agenda.  Its mission is to foster development, attraction and retention of talent in Memphis Shelby County.  Its core activities are to:

  • Develop a strategic agenda of select initiatives with game-changing impact on talent development, attraction and retention 
  • Coordinate implementation
  • Monitor progress
  • Communicate results
  • Advocate for supportive public/private investment and government policies

The Chairman of the Partnership is Gary Shorb, CEO of Methodist Le Bonheur Healthcare; and the interim Executive Director is Douglas Scarboro, City of Memphis Office of Talent and Human Capital.  Board Members include:
