Operation: Safe Community
Operation: Safe Community is a comprehensive roadmap for making our community one of the safest of its size in the country.
The initiative's fifteen strategies recognize the importance of both suppression and prevention and are accordingly designed to balance smart policing and aggressive prosecution with programs that help offenders get back on the right track.
With the original plan approaching the end of its 5 year lifespan, the Operation: Safe Community team is currently developing Operation:Safe Community 2, a plan for 2012-2017. That plan is expected to be released early in 2012.
Below are the fifteen strategies of the current plan.
One: Data-Driven Policing
Deploy police officers based upon sound data and research.
Two: Project Safe Neighborhood
Expand the Project Safe Neighborhood (PSN) law enforcement partnership model.
Three: Tougher Gun Crime Penalties
Toughen Tennessee state laws for gun crime to ensure the most egregious repeat-offenders serve longer prison terms.
Four: Effective Prosecution
Reduce the caseload per prosecutor in the District Attorney’s office for more effective prosecution.
Five: Drug Court
Expand Drug Court program non-violent drug offenders so that it operates consistently and at full capacity.
Six: Gang Intervention
Design and implement a comprehensive gang intervention strategy.
Seven: School Safety
Sustain and expand student safety initiatives in the public school systems.
Eight: Truancy Reduction
Implement a mentoring-based truancy reduction program in the Memphis City Schools system.
Nine: Justcare 180
Implement the JustCare 180° program to “turnaround” youth charged with unruly and delinquent offenses.
Ten: Juvenile Re-Entry
Expand and coordinate juvenile offender re-entry programs.
Eleven: Adult Re-Entry
Expand and coordinate adult offender re-entry programs.
Twelve: Tackling Problem Properties
Implement proactive and coordinated system for addressing “problem properties”.
Thirteen: Communicating Consequences
Build communications campaign that promotes tough consequences for crime.
Fourteen: Addressing Domestic Violence
Implement coordinated domestic violence initiative.
Fifteen: Operation Safe Surrender
Reduce the number of outstanding warrants through a program where fugitives can surrender safely.
