There are three major groups overseeing Memphis Fast Forward: Lead Agencies, the Steering Committee and Advisory Councils.
Lead Agencies
All four major Memphis Fast Forward Plans have various public and private agencies named as a Lead Implementation Agency accountable for each individual strategy in the Plan.
With a few exceptions, one single organization has been identified as ultimately accountable for the success and management of each strategy. However, many strategies require partnerships and collaboration among various stakeholders and organizations. In these cases, the lead agency’s role is to convene, engage and coordinate the right partners and define respective roles and actions.

Steering Committee
The Steering Committee is a group of leaders representing the major public and private sector investors in Memphis Fast Forward. These individuals have supported the convening, fundraising and public policy advocacy for the four major Plans.
The role of the Steering Committee is to raise public and private funds for the Plans; monitor and report progress to the community; advocate for the public policy agendas of the respective Plans; and consider recommendations for changes to the Plans suggested by the respective Advisory Councils.

Advisory Councils
Each of the four major Plans have Advisory Councils that include all of the lead agencies responsible for executing the strategies, as well as other experts, leaders and stakeholders in the respective arenas.
The role of these Councils is to promote communication and joint problem solving, and to provide advice and suggestions to the Steering Committee for potential modifications to the Plans over the course of the five year Memphis Fast Forward implementation period.
