
The OSC Plan distills wide-ranging community input and extensive research on what works into a single, clear goal: ensure that our community is one of the safest of its size in the country. Through a planning process led by our top law enforcement leaders, OSC strategies have been vetted by community experts and endorsed by community groups, neighborhoods, schools, youth development providers and other agencies.
Strategies
The following are strategies designed to make Memphis and Shelby County one of the safest communities of its size in the nation by 2011:
- Expand data-driven police deployment in Shelby County.
- Expand the Project Safe Neighborhood Partnership in Shelby County.
- Toughen state laws for gun crime.
- Reduce prosecutor caseload in D.A.’s office.
- Expand Shelby County’s drug court to full capacity.
- Build comprehensive gang intervention strategy.
- Expand student safety initiatives in public schools.
- Implement mentoring-based truancy reduction program.
- Launch JustCare 180 to “turnaround” youth with early juvenile court involvement.
- Expand juvenile offender reentry programs.
- Expand and coordinate adult offender reentry programs.
- Implement coordinated “problem properties” system.
- Build communication campaign that promotes tough consequences for crime.
- Implement family safety center and coordinated domestic violence initiative.
- Implement “Operation Safe Surrender.”
